It has nothing to do with competency to do the job. Trump has repeatedly put unqualified and incompetent people in charge of federal departments and agencies. Fealty to Trump is what is important, not the ability to do the job.

He wants yes men. He wants people telling him what he wants to hear (hence those awful cabinet meetings where everyone tells him how great Trump is), not what he needs to hear.
