Is it because the students were Hispanic that they didn’t care? That some might have been undocumented or their parents undocumented? Is that the reason or is it just that the force is incompetent, rather than malicious?

From the picture way above, the rest of the force has been trained to believe that SWAT is to be used in cases like this. But, like not having your gun in a defensive position at all times makes it basically worthless, not having your SWAT team sitting in their truck waiting to be called out immediately makes them less than optimal.
