I wondered about that and asked Mrs J if these animals were surrendered by people fleeing the looming hurricane but I was assured that these animals had been surrendered before the hurricane had even formed. Of course I am at several removes from this and have no way to verify any of it.

The article stated that they were given up before the storm but implies, to me, that they were surrendered because of it.
