I’m not a scientist, but this thing Sen. Paul is trying to tout as government waste, looks like trying to study the effect of cocaine.

Since doing that to people is unethical, using a quail would seem to be a better choice.

The point though is to make it appear as the government is wasting money.

If Rand Paul wants to axe this program, then he can be the first human test subject.
