Hypothetically, if there was actual movement for a constitutional amendment for the popular election of the president and vice-president, do you think it should include citizens in territories and overseas? Or should it be limited to citizens within the States and DC?

I’d lean towards everyone, but I thought it was an interesting question… yes, these are the sorts of things I randomly think about when I have down time.

I lean towards everybody, too, since every citizen is affected by it and denying the franchise to any set of citizens seems contrary to representative government.
