If speed was the real issue (it does use more gasoline), then the mileage for city driving would be higher since cities require lower speeds.
City driving is stop-and-go; acceleration is what kills the mileage. The lower speed would actually be more efficient if it didn’t get offset by the fuel used to change speeds. With that said, there’s obviously a lower limit to that efficiency, and I don’t think the difference is as big as they are claiming.
