The thing is, a lot of these people rioting are upstanding citizens on other days. On this day, they’re rioting. You can’t make sure that the people who get guns are only going to be the ‘defender’ type and not the ‘drunken rioter’ type.

One can only hope drunken rioters would have an assault record, which would make them fail the b/g check. Strong rules, also strongly enforced can mitigate that.
