I don’t think it puts any limits on investigation as such. It can interfere with investigation in the sense that it disallows detention/arrest/charging/prosecution without probable cause. So I assume they would have to show probable cause in court.

Ah. Ok. I thought that it stipulated that if there was a lack of “probable cause” no further investigation could be conducted.
