City driving is stop-and-go; acceleration is what kills the mileage. The lower speed would actually be more efficient if it didn’t get offset by the fuel used to change speeds. With that said, there’s obviously a lower limit to that efficiency, and I don’t think the difference is as big as they are claiming.

One thing that works in places which use traffic lights (not here) is making sure that traffic lights are properly timed, so that they regulate the speed of through traffic on city streets. A little expense by cities to ensure traffic lights are timed goes a long way to both reduce pollution and traffic bottlenecks.
