It’s from the same screwball “perfect humanity” world as the various other economic and political philosophies. Where people uniformly respect everyone else’s sovereignty, rights, and consent.

And it’s pretty obvious that any actual attempt to create it on any scale will quickly convert over into some sort of warlord or feudal set-up where the consent of most of the inhabitants will not amount to anything beyond perhaps some minor lip service.
