It would not put to rest those concerns because they are largely based on racism not on logic. The undocumented already have plenty of impediments. And I still feel like there is a good faith argument for ID reform, just not one based on marginalized folks and how the powerful folks use them to keep themselves that way.
If I want to rent an apartment, sign an employment contract, open a bank account, enroll my children in school register a car, etc, in Germany, I need to produce my ID and proof of registered address.
We do not even need to take it to that extreme in America, but we are not going to resolve a lot of key issues until we come up with something similar.
