SCOTUS approving the “independent state legislature” doctrine will basically doom any federal attempt to enforce voting rights. The Court will just say, “Yeah, but, we said state legislatures are the ultimate authority for anything election-related, so, struck down as unconstitutional.”

For state level elections, yes. But doesn’t the 15th Amendment say that Congress has the authority over federal elections? Of course, with the Calvinball court, any outrageous dishonest decision is possible.
