No, that goes under the additional rules for ownership. They mean only physically handling the gun.

Nowhere in their website do they say anything about the dangers of allowing loaded weapons in the hands of people who have mental illness. All the in-home gun safety was geared toward protecting against curious children who might stumble upon the weapon.
