This is why Trump’s refusal to invoke nationwide shutdown that has consistent rules everywhere has deadly consequences.
It’s why Florida’s limited shutdowns of counties had no effect, because people would congregate next door. It’s why Cuomo’s initial cordon around New Rochelle was insufficient - by the time they acted, it was already outside the cordon, and no testing available to see just how far it’d already gone.
