He just might be able to do it without the primaries: Pence resigns first, Cheeto nominates Willard as successor in return for pardons for both of them, Senate gladly approves, then Cheeto flees, leaving Willard as POTUS.

House has to approve a VP appointment as well. And I’m sure there would be questions along the lines of “will you pardon those involved the way President Ford did?”
