Well, TBH, that “expulsion” wasn’t ordered by any official state agency (Union or Confederate), but was a military order (General Order No. 11, Dec. 17, 1862) promulgated by none other than Gen. Ulysses S Grant - and covered Tennessee, Mississippi and Kentucky. Still sucked, and Grant later regretted it and apologized (Lincoln countermanded the Order as soon as he heard of it) - not that it was an excuse, but Grant had been (for neither the first or last time in his life) embarrassed by his father: who had shown up at HQ with some (Jewish) cotton traders from Cincinnati: they were quite cordial, til Grant found out they were trying to use their connection to fiddle trading permits out of the General. He sent Dad and pals packing in short order, and issued his infamous Order right after.
