I thought Congress had “recessed” before the elections (as customary since forever). Not sure how this might affect any Trump shenanigans re appointments - though I’m sure someone in the WH has “researched” the issue: and likely digested the current administrative interpretation of the rules for the “President”. And the précis is likely to be “Whatever the fuck you think you can get away with”
