Nonlethal weapons may pass muster under international law for commercial civilian shipping, but it isn’t a solution. Neither is arming them.

Sending the various navies of the world to destroy the safe havens on shore and destroying the Somali boats and mothercraft will.

Telling the shipping companies to cease all talks and stop paying ransoms for their crews will help. The economic incentives are what is driving the high seas terrorism. Eliminate the incentives, you eliminate or severely reduce the profit for the risks involved - especially when the Somalis see dead pirates all over the place.

It means giving the pirates no quarter.

It means that some civilians will pay the price for the chance of freeing the rest.

It means that the world must stop treating this as just a minor annoyance, instead of a symptom of the failed states that dot key waterways around the world.
