You’re right; it can’t, but since there is nothing in the HCR law that overrides the Hyde Amendment or directs federal funds to abortions (that it did at all was another rwing lie/rabblerouser), the EO simply confirms that the existing law (Hyde Amendment) is still the law, and that HCR won’t change that.
