The guy has been learned and believes in a failed doctrine, socialism, he’s now applying that doctrine expecting it to turn our right this time.

Is intent is Hope and Change, of the socialist variety. He believes it’s a “better” way, never mind everything he is trying has been tried before and failed, it’s just never been done “right” and he is The One to do it right.
