The Senate does have to confirm the National Security Advisor when that person is in the military, due to laws surrounding military personnel and civilian government service. (That is why HR McMaster had to be approved, but Condoleeza Rice did not.)

The position doesn’t require it. It’s being a 3- or 4-star General on active duty, changing jobs. Same thing was true of Colin Powell.
