How much of that is due to the following:
1. States with no or very limited early voting; there are many workers who cannot afford time on election day
2. Draconian id or registration requirements
3. Permanent disenfranchisement of those convicted of felonies who have completed their sentences
4. Inconvenient polling places for those who do not have access to vehicles
5. Effective disenfranchisement of the many poor who do not have a permanent residence

It would be interesting to see what turnout would be like if the government actually made an effort to maximize it by making voting convenient.
