Kids that grow up in mountain towns don’t ever get snow days, even though they deal with snow way more than their city/flatland/lower latitude contemporaries. Irony. Go figure.
Large urban areas have issues with where to put all the snow regardless of levels of preparedness. Beyond a certain point it literally has to be hauled out of the city or melted on site. The capability to this during a major snowstorm so as to prevent delays and school closings would be prohibitively expensive.
