I believe the general (haha) consensus is that, when Trump talked about cutting back on the State Department, Mattis ‘jokingly’ told him that if he did that, he (Mattis) would have to buy more ammunition.

But, you know, you can’t use subtlety with an idiot, and the thing that stuck with him was ‘buy more ammunition’, which morphed in his mind into ‘running out of bullets’ and has now morphed further into ‘ran out of bullets’.
