So does this language about the powers of the President:

he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint…Judges of the supreme Court….

explicitly, unambiguously mean that if the Senate advises “No”, he can’t still appoint them anyway? I know nobody’s ever done it, but tRump cares nothing about that.
