The Israeli system allows a bazillion different political parties to participate and the party that wins a plurality, even if it is 23%, gets first chance to form a coalition with as many of the other parties as it takes to form a majority in the Knesset.

Gotcha. It’s too bad the opposition wasn’t pragmatic enough to rally around one party/person.
