The same here. It requires no special planning, no experts, no intelligence. Denigrate “elites” as conservatives have done as long as conservatism has existed, and that’s all you need to do.

The “herd immunity” approach was definitely Boris Johnson’s initial approach. However, his scientific advisors managed to talk him out of it.
