Despite having been a SEAL, Prince does not seem to be very current on maritime warfare. At least his merc gangs have had very little experience with it. They try to hire professionals when possible but many of the underlings may not know what is required to be a pro in this field. This is just the kind of clown show I would expect from them. Take a bag of cash, round up some locals with diving experience and put them to work faking a foreign attack with all the credibility of the Melvin Dumar will.
