I have a plan that just might work:
1. Withdraw the soldiers and the bandits from the whole territory of Ukraine (as defined by the Ukrainian constitution)….

There is the sticking point right there: Russia has been successful at determining (and covering up) which units are organized Russian army forces and which are “bandits” or “freedom fighters”.

And there is no way of telling if they are not willing to do so themselves, which they have no reason to do until they have achieved their goals.

Putin also has a 4-point plan:

Blame it on the Fascists

Blame it on the meddling West

Blame it on traitors from within

Blame it on gays, Jews, uncooperative oligarchs or anyone else he wants out of the way.
