Wait so states can just pass a law and pay below the Federal minimum wage? How the fuck does that work?

IIRC, the federal rate only applies to certain businesses (over x employees, certain industries, etc.), so if they don’t fall under the federal criteria, they might fall under the state’s which only require a lower wage.
