Jindal is a really odd fellow.

When he speaks, he seems so open and likeable.

But he runs his office in a very closed, almost secretive way.
He won’t talk with non-appointed Department heads when they call the Gov’s office asking for a meeting. He won’t even assign someone to talk with them, which is what previous governors have done.

People I know who worked for him when he ran Louisiana’s DHH really do not like him at all. He doesn’t seek out the opinions or expertise of others, nor will he pay attention to it when others have legitimate and well-thought-out disagreements with him. He just ignores it all. Just really strange.

The best run Department I ever worked for was headed by an elected official who spent very little time in his office. Most of the time he was out an about, walking the halls, popping into people’s offices just to chat, see what was going on, or on the road visiting the satellite offices. Every new employee got a meeting with him. Every new employee, even the janitors, and he made everyone feel special.

Jindal rarely leaves his office or meets with anybody, except his personally chosen circle. It’s really odd, and IMO, not a good way to run something as big as a State government (or the Federal Government). You have to know what’s going on - and to do that you have to be out and about, and willing to listen to the people doing the work who know what’s really happening.
