He refused to sign it for the same reason he won’t fire Mueller: He learned from Roy Cohn that a Don never does the dirty work himself. That’s what he has underlings for, so that if there’s ever a cop he can’t buy off or a prosecutor he can’t intimidate, there is somebody who will fall on his sword in his place.
