If it’s obvious that Biden has won by 11:00 pm or so, Biden shouldn’t wait for Trump to concede. Biden should go ahead and give a victory speech. Romney pulled that nonsense in 2012 when he waited way past a reasonable hour to give a concession speech although President Obama was easily re-elected.
