Actually, we learned the exact opposite. Sending in troops to clear an area and then turning it over right away to civilian authorities is a recipe for disaster. The Iraq war turned around when we cleared an area and then kept troops there to keep the peace.

Disagree. The formula that was successful was clearing an area and FUNDING local troops to keep the peace:
