Cities have rules about cars and appliances on blocks. There is no need for an HOA to do that.

As for being aware of HOAs, only if that is disclosed to you before the sale or you find out yourself.

Back when I was in Salem Woods in Virginia Beach, after some petty authoritarian from their HOA came to me to tell me to take down my Gold Star Family window banner, I told them to sue me. I welcomed it. It is protected by federal law.

They also came after me for putting up a clothesline in my backyard. With a privacy fence around the backyard. Which you could not see unless you came in the backyard.
