I think you’re missing my point. Trump encourages domestic political terrorism in a way that Reagan and the Bushes did not. It doesn’t make their presidencies less bad but Trump’s actions are what sets him apart.

Reagan explicitly called himself a Sagebrush Rebel in campaign stops. He launched his campaign on the site of a lynching of civil rights workers in Mississippi.

Trump may not be as adept at dog whistles, but Reagan was every bit as bad with both violence and racism (young bucks collecting welfare, welfare queens having babies to get more welfare, &c).
