By law an illegal order is not to be followed. Even from the President. Of course a President may be able to overcome law abiding authority, but at that point we are talking straight criminality. If a nuclear attack order was refused in the absence of a direct threat that would be possible. The likelihood far more debatable of course.

Point me to the law that prevents the President from ordering a nuclear strike.
