To be fair, this is day 2 of the response. The communications is still available with Houston proper. The USCG is on site, and they can communicate up chain of command. The forecasts were known to all for several days now. Everyone knows or has reason to know of the historic flooding underway.

The logistics moves can be set in motion - ordering Navy assets to sea, getting military deployed to move into the region.
