Galileo had pretty much worked this out. You get maximum range when 45 degrees from the horizontal plane. However, and this is important, than means your munitions are falling down upon the target.

It’s also why firing canons uphill is a losing idea.

So anyone who thinks if the audience was armed that they could have shot the perp several floors up at the Mandalay they are just wrong.
