It could be just plain old Alzheimers that was never diagnosed. From what I recall this does run in his family.

He’s 70. He wasn’t especially smart to start with. And he’s watched a lot of FOX, which only makes your thinking lazier. I see a lot of people who are old, have some dementia, and watch a lot of FOX. That’s what they sound like. If they had been used to a lifetime of speaking in empty generalities and hyperbole, they’d sound exactly like him, as he tries to bluster the same way he did as a young man except with more confusion.
