There’s an element of practicality to it. Eating and drinking while wearing a mask are extremely inconvenient. Personally, I would rather they either do like Minnesota had done for a while, opening sit-down restaurants for outdoor service only, or keep the indoor seating under more severe restrictions - say, 10% of capacity, maximum party size of 2, social distancing enforced by removing tables, plus what they already do now.

VA did something similar, allowing outdoor dining service at 50% capacity…for all of about 2 weeks. Then they caved to pressure from beach towns and reopened indoor seating at 50% capacity.

If you’re wondering how that’s gone, while the state as a whole is in a downward trend, the cities that insisted upon rushing forward in time for the summer beach crowd remain in the red as far as new cases go.
