From what I’m read, anti-Semitic attitudes were fairly widespread in Germany at that time, but certainly not murderous, exterminationist anti-Semitism.
Hitler and the Nazis was the supercharger that turned those anti-Semitic attitudes lurking in the background, those toxic ideas hidden just beneath the surface, into the Holocaust.
Right, casual antisemitism was present in Europe for centuries.
