I like your idea of simply moving a broad type of rifle into a pre-existing category. That would work. I would be OK with a magazine capacity restriction, and there ought to be a national buy-back on both high-cap mags and handguns in general. The magazines could go right back into the supply line for the military or national guard.

Re-reading this list, I just realized it puts every semi-auto rifle in the same class as full auto guns. That seems pretty extreme to me.
