$26.99 is the laughable “broadband lite” charge.

I pay $54.99/month for dedicated DSL service with no landline phone. It’s top-of-the-line DSL service, though; the only way to get faster service would be to go to cable, but the cable provider implemented bandwidth caps a couple of years ago, so I cut that cord when we started doing streaming TV and more online gaming.
