There are two speeds on the freeways/tollways in Dallas - 80 MPH in all lanes during no-rush hour times, or stop-and-start movement from both directions when the inevitable accident happens. These rules do not change for winter-weather driving.

Houston: See Dallas, except more NASCAR - ie if someone brushes up against your vehicle on the highway without inflicting major damage, just keep moving.
