You mean like the Boston Marathon bombers used? Probably. Confusing “pressure cooker” and “crock-pot” was what I first thought of - it IS Fox News, after all - the big difference is that a pressure cooker has a lid which secures tightly - a big plus if you are making an IED out of it: most slow-cooker lids just sit on the rim.
