It’ll apply only to PA directly.

Other people challenging in other states could use the rationale/justifications in the PA case as persuasive evidence, but it isn’t controlling legal authority. It just bolsters the case that there is partisan gerrymandering and that when the turnout and votes show one way, but the other political party wins the bulk of the seats, something is seriously wrong with how the maps are drawn.

Frankly, at this point, computers (GIS programs) can draw up the maps in such a way to be neutral - giving both parties equal chances to win the elections.
