I’ve seen the latter - ABC city will allow new Synagogue to be built. There are some towns in NJ and NY that have tried to block new synagogues from being built, or there’s local resistance and the matter has gone to court. Rockland Cty in NY has been dealing with significant growth issues, and various towns are trying to limit influx of Orthodox Jews by limiting where/how new shuls can be built.
