Not always true. Babylon 5 managed to finish the story arc that Straczinsky plotted for it.

I have all five seasons on DVD, and I never miss a chance to watch them.

JMS only got the fifth season he needed to end everything because the fans revolted. The studio was ready to pull the plug after season four.
