This is where I start to get disgusted with humanity.

We will never agree on morality. What we can agree on is the LAW.

DID ANY of these people break the law? If so, on what level —felony?

Unfortunately, humans don’t vote or many decisions based on intellect (law), they make decisions based on emotion (morals).

Intent in many cases matters. The most recent allegation against Franken is an example. There’s a big difference between him intentionally grabbing her butt or him doing it by accident because he misjudged her height or the position of his hand for a 3-4 second photo.
